Show Me the Money: Creating Opportunities Through Reallocation of Resources
The Washington Township Board of Education (Gloucester County) has approved a redistricting plan which will be implemented for the start of the 2016-2017 school year. The school board's re-districting committee and administrative staff will discuss how the reallocation of resources through redistricting, redistribution of certificated staff, and various programmatic changes enabled the funding for the expansion of support service in guidance and technology, the expansion of a half day kindergarten to a full-day kindergarten program, and the launch of a 1:1 Laptop Computer initiative at the high school, while staying within CAP for the start of the 2016/17 school year.  The 60-minute technology-based interactive presentation will focus on the process of clarifying goals, identification of resources, planning and implementation. The program will conclude with a question and answer session in which attendees may ask questions and share ideas.

Hot Topics in School Finance
The session will cover three timely topics in school finance. Participants will learn about equipment lease financing and how this financing strategy can provide a continuous source of funds for equipment purchases without stressing a budget. Payment in lieu of taxes (PILOT) programs are “hot” due to the reemergence of redevelopment projects statewide; this session will cover what school districts should expect from PILOTs. And participants will receive an update on secondary market disclosure compliance and the continued focus of the Securities and Exchange Commission (SEC) on this subject.
